NAME FIELDS: The concatenated full street name is found in the STRLABEL field, and it uses the ordinal convention. For some unnamed roads, one of the following attributes may be found in the STRLABEL field: INTERNAL = roads in trailer parks, academic or health campuses, condo/apt/townhome developments, mall-type commercial developments ACCESS = a road that does not access a residence but more likely a fishing access, irrigation features or commercial properties ALLEY = some alleys are included in the centerline file if they provide exclusive access to a residence or business. Generally, though, alleys are not included in this dataset. UNNAMED = an unnamed public road which provides connectivity between other named roads (most unnamed private roads that provide access to residences are in the Driveways layer) ID FIELDS: There are two unique ID fields. "Local_ID" is a unique sequential number generated by the GIS Department. A Local_ID is not repeated between the Roads and Driveways feature classes. The Local_ID is populated whenever a new feature is added, so that a unique identifier is always available. "UniqueID" is a unique identifier generated by the Montana State Library Framework Team Lead. This is the unique identifier utilized within the Statewide Transportation Framework Data, and is updated when new versions of the roads dataset are submitted to the Transportation Data Coordinator. LIFESTAT FIELD: Distinguishes between constructed/unconstructed roads and denotes roads that have been vacated or closed. ACTIVE = constructed, open street that has been GPS'd; PLACEHOLDER = new street that is constructed or will be constructed within the year (the line has been digitized and the feature needs to be GPS'd); PROPOSED = an unconstructed road as identified on a preliminary plat, or from a plat which was recorded prior to 2001. COMMUNITY AND ZIP CODES: The community field represents the appropriate community name in terms of mail delivery addresses. Zip Code information is taken from a very crude polygon file and numerous inaccuracies are known to exist in areas between Zip Code boundaries. ALIAS FIELD: Contains second names and "aka's" (Main Street is also Highway 10)

Topological integrity has not been tested. However, the State of Montana ITSD performed an initial edit to remove duplicates and to connect line segments where appropriate. Occasionally the ArcGIS 9.0 application will create a duplicate record in the table for a single line feature. When these are encountered, they are deleted, but may re-occur without explanation.
The dataset includes roads GPS'd between 2001 and July 2004. Roads constructed after July 2004 have been screen digitized using aerial imagery and parcel boundaries, where detected. Road lines not GPS'd are identified as SCRN DIG in the SOURCE field and also with the PLACEHOLDER value in the LIFESTAT field (if the plat has been recorded, meaning that the road is guaranteed to be constructed within one year), except where representing an unconstructed road (digitized from a georeferenced preliminary plat), which is denoted as PROPOSED in the LIFESTAT field.
An initial edit has been completed to verify road names and the extent to which they apply. The names in the database reflect the names as platted or otherwise recorded. However, in some instances, actual road signs may have variations on spelling and in some cases, be different than the legal road name.
Several GPS data collection efforts contributed. The information produced by the City of Billings resulted from a stereo imaging project. Yellowstone County GIS Dept. used DGPS equipment. No tests for horizontal accuracy have been performed at this time.
Road centerlines for the whole of Yellowstone County were delivered in multiple files to the State Transportation I-Team (ITSD in the DOA, State of Montana), and loaded into a geodatabase. The data were examined for duplications, omissions and spatial accuracy, and initial edits performed. The centerlines were attributed with unique segment IDs (per specifications of the Montana Statewide Transportation Framework Data) and exported as a single feature class in a personal geodatabase, returned to the Yellowstone County GIS Department in September 2004.

For street centerlines within the City of Billings jurisdictional area, preliminary address range information existed and was transferred from Billings Public Works databases. Wherever address ranges were missing or incomplete, the information was input manually by referencing "grid reference maps" and by displaying parcels and existing and proposed address point data onscreen alongside road centerlines. Road lines were split wherever they crossed between emergency service zones and city limits boundaries.
Topology was constructed for the road line data and spatial QA/QC undertaken, editing to ensure snapping and elimination of errors such as under/overshoots, stacked lines, and topological manipulation to represent road overpasses. Attribution was added for road classes, speed limit information and one-way travel.
During and since the GPS data collection phase, road line maintenance has been ongoing. The GIS Department checks preliminary plats to ensure that road names are unique and standardized, and at the preliminary stage adds PROPOSED new roads to the centerline file from .dxf files providing by engineering firms, or by manually digitizing over georeferenced preliminary site plans. The roads are added at the preliminary stage to support Planning Department operations and to "reserve" new road names. Once a plat is recorded, the "status" of the line is changed from PROPOSED to PLACEHOLDER, and then to ACTIVE once the feature is GPS'd. Although roads may not be actually constructed at the time the plat is recorded, agreements with the County guarantee that the road will be constructed within one year.

Road names and "status" (LIFESTAT field) were researched from plats, Public Works records and other sources, and attributes standardized. Unnamed access roads and private driveways were extracted to a separate feature class. Relate tables containing jurisdiction/ownership information were developed that also contained Public Works service zone designations and internal IDs. Road lines were split where they crossed between different Public Works service zones and jurisdictions. Symbolized maps were created for the purpose of editing by Public Works personnel, an ongoing project.
GPS data files were exported to shapefile format. Initial attribution was done by transferring field-collected attributes into standardized fields. The GPS files underwent an immediate visual checking and were progressively merged as data collection continued.
